Guests included Treasurer Vicky Dugan, State's Attorney Jonathan
Wright, and two Logan County Chamber Alliance staff.
Board members of several committees provided updates on upcoming
issues.
New accounting software
The board will discuss Affordable Care Act Compliance on Tuesday,
which primarily involves the treasurer's office and the county's
accounting software, which is due to be renewed or changed. There
are two companies being considered, the old company, Zorbio, that
the county has used for years and a new local company, Integrity
Data, that would like to bid.
Ruben said they need to choose which firm for new accounting
software to use. Wright said they need to specify who they are
approving.
Dugan said the compliance for reporting for insurance is to see that
they are meeting the basic requirements of the Affordable Care Act
with certain forms and time periods, all of which is generated from
payroll. She said the county pays an annual support fee to Zorbio,
the payroll company they currently work with, and it takes the
company about 16 hours to make any patches needed into their
software and the company charges $100 to $150 an hour.
Dugan said moving spreadsheets to new software has some room for
error, but software that integrates with their payroll will do it
all automatically. She said everything must be reported accurately,
and by next year, her office could be fined if there are errors.
Jan Schumacher said the Affordable Care Act adds a whole new layer.
Hepler said the board should get a copy of the errors and omissions
policy.

Under Workforce Investment Committee, Pat O'Neill said there has
been a task force set up anticipating a Mitsubishi layoff which
would affect some Logan County residents. He said that six months
ago, they started a job training program and ten people have been
receiving training to be an LPN, RN, Nursing Assistant, Radiology
Technician, Early Childhood Teacher, Welder, and to get a CDL, and
some that have completed training have already found jobs.
O'Neill said to spread the word about training. He said there are many positives
right now as more people are working, the housing market is booming, and some
new businesses have come into the community.
At Tuesday's Regular meeting the board will vote on some amendments to the
budget, several resolutions, and a few proposals. They also plan to approve two
appointees to the Zoning Board of Appeals, and one appointee to the Board of
Health.
Board members present at the meeting were David Hepler, Kevin Bateman, Pat
O'Neill, Scott Schaffenacker, Chuck Ruben, Gene Rohlfs, Robert Farmer, Jan
Schumacher, David Blankenship, Andy Anderson and Emily Davenport.
