ZBA approves rezoning request that could bring limestone quarry

[September 04, 2015]  LINCOLN - The Logan County Zoning Board of Appeals met on Thursday September 3, 2015 to hear a request to rezone land from Agriculture, Special District to M-3 Extraction District. The meeting was at West-Lincoln Broadwell School and included a Public Hearing portion for comments.

Doug Muck was at the hearing to present information on the proposed plan to mine limestone from the area. Muck began by showing ZBA members a large aerial photo highlighting the proposed area to be rezoned around Salt and Kickapoo Creeks, off 1575th Ave, near Area Disposal, and the bridges across the creek. He also presented several exhibits to the board to review including a color coded plat map showing previously mined and rezoned land, a printout of wells on the surrounding property, a Google Earth view of the properties, and a packet of directives for growth.

Muck said that if it is rezoned for extraction purposes, he must follow several standards . He reminded everyone that the ordinance provides for borrow pits, but it still has to be determined whether some of the land is suitable for limestone mining. He said that the decision where to start mining may also be based on costs.
Several people who live in the surrounding area were present at the meeting. Laura Sandolini, Roberta Ingram, and Glenda Downing asked questions raising various concerns about how the mining would affect their neighborhood and properties. Muck addressed each of their concerns.

As the indepth, two-hour meeting drew to a close, ZBA Chairman Doug Thompson discussed a list of six items they need to consider including the uses and effects on property. Rick Sheley made a motion to approve the request with Derek Martin seconding the motion. The board unanimously approved the motion.
ZBA members present at the meeting were Doug Thompson, chairman; Judy Graff, Derek Martin and Rick Sheley. Logan County Zoning Officer Will D'Andrea was also present.
