Mr. Farmer called the meeting to order at 7:40 pm.
A motion was made by Mr. Aylesworth, seconded by Mr. Ruben, to
approve the minutes from the April 6 2015. Motion passed.
The list of claims for payments was reviewed. A motion was made by
Mr. Aylesworth, seconded by Mr. Blankenship, to approve the list of
claims for payment. Motion passed.
Monthly report on current maintenance and construction: Mr.
Aukamp reported crews have been focused on several different repair
projects.
He reported crews have been using the tractor and shoulder disc on
many of the county highways. In some areas, crews have used the
motor-grader to repair shoulders.
Last December, the crew had to stop working on the culvert repair
project on the Waynesville Road due to the frozen ground. In April,
the crew was able to complete all but one of the remaining culvert
repairs.
Mr. Aukamp reported this spring was very rough on the roads.
Many of the weak areas that Mr. Aukamp has noticed over the years
seemed to unravel this spring.
Mr. Aukamp had crews use the patch truck to make repairs to the
potholes that have developed.
Many of the patches are temporary. The crew has been focusing on
County Highway 6, south of Atlanta. Once completed, the crew will be
making repairs to CH 6 near Chestnut and then make repairs to Primm
Road.
Mr. Aukamp has hired two summer interns. The interns will start next
Monday. Both interns have worked for Mr. Aukamp before.
Construction Report: There are no active construction
projects at this time.
Engineering Report: Mr. Aukamp was able to finish his
culvert inspections during April. This is the sixth year of the
culvert inspection program; Mr.Aukamp was able to see the
progression of deterioration in the culverts.
Mr. Aukamp reported IDOT is holding a Listening Tour at venues
across the state. These meetings are designed to solicit input from
the public on the condition of our infrastructure. Mr. Aukamp plans
to attend the meeting in Taylorville on May 7th.
Old Business:
Resurfacing project on County Highway 9 (Primm Road): Mr. Aukamp
reported he attended the pre-construction conference last week with
IDOT and Illinois Valley Paving. This project is set to begin next
Monday, May 11. Primm Road will remain open to traffic during the
course of the project. On most days, the contractor will have
flaggers, and traffic will be limited to one lane. Mr. Aukamp has
sent notices to the local newspapers and to EMA. The project starts
at the Lincoln Rec Center and will continue to 1250th Street.
Ameren transmission line project:
Road use Agreement for second phase of the project: Mr. Aukamp
reported Ameren is continuing to make progress on their transmission
line project between Fogarty and Latham. So far, there has been only
minor damage from the construction activity.

The second phase of their project will involve the
replacement of the transmission line from Fogarty to Mason
County line. This project will involve roads belonging to
Broadwell, West Lincoln, and Sheridan townships. Ameren is
hoping to begin this part of the project last this month. Work
would continue through the summer, and should be completed by
this fall.
A motion was made by Mr. Blankenship, seconded by Mr. Ruben, to
approve the road use agreement for the second phase of the project.
Motion passed. Improvements to CH 3 (San Jose Road) and CH 16
(Delavan Road): Mr. Aukamp is still working on this. Mr. Aukamp
continues to discuss the project with the Mason County Highway
Department. Mr. Aukamp has a meeting scheduled for later this week
to meet with a consultant to discuss the proper mix design and oil
rates for a cold- in- place recycling project.
New Business:
Repairs to CH 6 (Atlanta- Beason): Mr. Aukamp reported the crew
has been installing French drains along several areas of this road.
The drains are basically a trench through the roadway filled with
large rock. The drain will help to drain some of the heavy clay
soils in the road base that hold a lot of moisture and are more
susceptible to frost heaving. Once these French drains are
completed, the crew will be grading the road surface and adding rock
in some areas.
Sealcoat Program for 2015:
Review planned roads for 2015: Mr. Aukamp reported this
year’s sealcoat program has been very difficult to develop. Mr.
Aukamp begins his sealcoat planning several years in advance. This
year is especially difficult since many areas have base failures
that will be addressed before sealcoating can start. Mr. Aukamp
reported he is also dealing with the potential of 2 wind farm
developments that would affect 30 miles of county highways. Mr.
Aukamp handed out a map to show his sealcoating plan for 2015.
Request for sealcoat assistance- various municipalities and other
entities: County equipment can be used to assist other
municipalities with their sealcoat program. Requests have been
received from: Atlanta, Elkhart, Emden, Middletown, San Jose and
Kickapoo Creek Park. A motion was made by Mr. Ruben, seconded by Mr.
Aylesworth, to approve County assistance for these requests. Motion
passed.
Resolution to award 2015 MFT contract for Bituminous Materials to
the lowest responsible bidder. Letting scheduled for May 12th at
10:00am: A motion was made by Mr. Rohlfs, seconded by Mr.
Schaffenacker, to approve this resolution. Motion passed.
A motion was made by Mr. Ruben seconded by Mr. Rohlfs, to adjourn
the meeting. Motion passed. Meeting ended at 8:10 pm.
