[September 15, 2015]  LINCOLN - Road and Bridge Meeting - Blue Room, Logan County Safety Complex June 1, 2015

Mr. Farmer called the meeting to order at 7:53 pm.

A motion was made by Mr. Aylesworth, seconded by Mr. Rohlfs, to approve the minutes from the May 4, 2015 meeting. Motion passed.

The list of claims for payments was reviewed. A motion was made by Mr. Ruben, seconded by Mr. Blankenship, to approve the list of claims for payment. Motion passed.

Monthly report on current maintenance and construction:

Mr. Aukamp reported the crew has been constructing French drains along County Highway 6.

The backhoe is now in the Mt. Pulaski area to repair several culverts. After Mt. Pulaski the crew will move to Lake Fork area to repair roads.

The patch truck has been out nearly every day in May to address potholes and to make minor road repairs.

The crew used the motorgrader to make some repairs to County Highway 24, which is between New Holland and San Jose near Mason County line.

The shoulder disc has made its way around the county, pulling material from the shoulder up to the edge of the road surface.

On roads that needed additional rock, the crew used a dump truck with the hydraulic belt spreader to place rock along the road edges. The crew does this to protect the road edge from breaking off. And, more importantly they do it to reduce the drop-off at the road edge which can be dangerous for vehicles if they are unable to steer from the shoulder back onto the road.

Mr. Aukamp reported the summer interns started on May 11th. The interns have been helping with construction inspection on the Primm Road project, assisting with machinery maintenance, and helping to clean up around the shop and other properties.

Mr. Aukmap reported contract sealcoat work for several of the townships will begin this week. Our typical sealcoat program using the county’s crew will begin by mid-June. The crew will start in the southeast part of the county and work their way counter- clockwise around the county.

Construction Report:

Mr. Aukamp reported Primm Road resurfacing project is mostly completed. The hot-mix asphalt has been placed. The shoulders were placed today. Guardrail and pavement striping should be finished soon.

Mr. Aukamp reported Orvil township bridge project on 2200th street started today. The old bridge will likely be removed in the next few days. The project will likely last two months, Mr. Aukamp will have a progress report at next month’s meeting.

Engineering Report:

Mr. Aukamp reported Logan County was selected for a Bridge Inspection procedural review from the IDOT Bridge Office. Mr. Aukamp spent all day on May 21st with the review team. Since Mr. Aukamp is the Program Manager for Logan County’s bridge inspections, the team needed to assess Mr. Aukamp’ s familiarity and knowledge of the requirements of NBIS inspections. The team reviewed the structures files and then made visits to 5 bridges to evaluate the accuracy of the inspections. The team was pleased with what they found, and provided a few minor recommendations for improvement.

Mr. Aukamp attended a meeting in Taylorville on the IDOT Listening Tour. Mr. Aukamp spoke on the inadequacy of the Township Bridge Program which has never been increased since it was first enacted in the 1970’s.

Mr. Aukamp reported he will be on vacation the first week of July. Mr. Aukamp asked the committee to move the meeting to July 13th or he could send a member from his office to report for him. Mr. Farmer will look into moving the meeting to July 13th.

Old Business:

Improvements to CH 3 (San Jose Road) and CH 16 (Delavan Road):
Mr. Aukamp showed pictures. Mr. Aukamp reported he has been meeting with Mason County to discuss the options for these roads. Mason County and Mr. Aukamp decided to go with a cold-in-place recycling process which will involve pulverizing the road surface to depth of 4 inches. They are expecting to construct 1 ½ miles of roadway for less than $150,000. Mr. Aukamp reported a consultant is currently studying the roadway samples to determine the appropriate amount of oil that needs to be incorporated. Mr. Aukamp reported he should have final rate very soon, which will allow him to determine a quantity for the bid letting. Mr. Aukamp expects the letting to be in July for furnishing the oil.

Repairs to County Highway 6 (Atlanta-Beason): Mr. Aukamp showed pictures. Mr. Aukamp reported he is looking for a good location to stockpile rock in the area. Mr. Aukamp reported several areas in the road are in poor condition and the crew will be unable to sealcoat them. The crew has been installing French drains to provide some drainage for the clay road base. These are placed every 50-75 feet in the worst areas. Mr. Aukamp is planning to borrow a machine from the City of Lincoln to pulverize the surface. The road may need to remain as an aggregate surface through the winter. This depends on the timing this summer and on the confidence level that the road has sufficient strength.

New Business:

Road Conditions and Funding:
Mr. Aukamp put this on the agenda just to start conversation. Mr. Aukamp showed pictures of graphs. Mr. Aukamp reported the committee needs to talk about long term ideas. No action was taken.

Sealcoat program for 2015 - Request for sealcoat assistance: various municipalities and other entities: Mr. Aukamp received another request for sealcoat assistance from the Village of Latham. A motion was made by Mr. Aylesworth, seconded by Mr. Schaffenacker, to approve this request. Motion passed.

Declaration of Surplus Equipment: Mr. Aukamp reported he has a few pieces of equipment that could be considered as surplus. A 1993 snowplow truck that is in disrepair after damage to the radiator this past winter. Mr. Aukamp has already stripped off anything of value such as the two-way radio and tires. There is also a 1971 steel drum roller that has been on loan to the City of Atlanta for the past few years. Mr. Aukamp reported if the county declares these items as surplus, then the county can sell it to another governmental body without holding an auction. A motion was made by Mr. Schaffenacker, seconded by Mr. Blankenship, to declare these items as surplus. Motion passed.

Quarterly Project Status Report: Mr. Aukamp presented the quarterly report.

A motion was made by Mr. Ruben seconded by Mr. Rohlfs, to adjourn the meeting. Motion passed. Meeting ended at 8:35 pm.
