She states that although the office has been faced with
challenges, such as budget cuts and unfunded mandates, she continues
to move toward technological improvements. “We have installed a full
service docket display in the rotunda of the courthouse which
displays daily court schedules. It has been well received by court
system personnel, as well as those attending court cases. We have
also offered the display to the County Clerk during the election
cycle to reveal votes tallies in real time”, said Kelley.
In addition to the digital docket, Kelley has also brought imaging
to the court system, allowing the judiciary, state’s attorney and
court services to access documents instantly. “The process has been
immensely helpful to all offices in the court system,” said Kelley.
“In conjunction with a more timely court process, my office was one
of the first in 102 counties to move toward electronic appeals to
the Fourth District Appellate Court”, Kelley stated. “This step has
saved us a great deal of time and money, and is a secure and more
efficient way to transfer a case to the appellate level.”
While serving her county as Court Clerk, Kelley is on the Illinois
Association of Circuit Court Clerk’s Executive Committee, and is the
President-Elect of her association. She has multiple roles in the
association, assisting members in the areas of legislation,
technology and training. She will assume the office of President in
December, 2015.
Mary and her husband, Bruce, live in rural Lincoln and have two
children, Amy and Angela. Mary is an avid runner and is a member of
the Lincoln Area Running Club.

She is involved in her community on many levels, and volunteers with Humane
Society fundraisers, Woofstock, Up in Smoke, Art of Wine, and the Balloon Fest.
She is also a member of Holy Family Church, the Oasis Senior Center, the
American Legion Ladies Auxiliary, and the Knights of Columbus Ladies Auxiliary.
About her office, Mary stated “As a public servant, I strive to be the best
steward of taxpayer funds possible, and offer integrity, honesty and excellent
customer service. It has been an honor and privilege to be the Clerk of the
Circuit Court these last two terms, and I look forward to the opportunity to
continue serving our great community.
