Mr. Farmer called the meeting to order at 7:30 pm.
A motion was made by Mr. Aylesworth, seconded by Mr. Ruben, to
approve the minutes from the June 1, 2015 meeting. Motion passed.
The list of claims for payments was reviewed. A motion was made by
Mr. Aylesworth, seconded by Mr. Ruben, to approve the list of claims
for payment. Motion passed.
Monthly report on current maintenance and construction:
Maintenance Report: The wet weather in June affected all
operations. Road flooding has caused some surface damage. So far, no
major damage. Culvert repairs will be needed after floodwaters go
down. Surplus equipment was recently sold. 1993 dump truck to West
Lincoln township for
$2500. 1971 steel drum roller to Atlanta for $1000. Sealcoat
operations were delayed due to the weather. Contract sealcoat is
completed for several townships. County’s sealcoat work is complete
in Lake Fork and Laenna townships.
Construction Report: Primm Rd resurfacing project is
nearly complete. The guardrail and pavement striping are done. All
that remains is some earthwork near the guardrails. Conditions have
been too wet for completion. The Orvil Twp bridge project on 2200th
St has been postponed until weather improves. The contractor has
signs up and had plans to move in equipment during the first week of
June, but conditions are not suitable yet. Hoping to get the project
scheduled for late summer.
Engineering Report: Several Twnp bridges need repaired with
riprap; we are currently working on design plans for 3 of the
bridges. In the coming months, some County Aid requests may be
presented to the Board. The Meridian Wind Farm has a suggested
condition that involves various road use agreements with the County
& respective townships. The Conditional Use Permit can be approved,
and the Road Use Agreement can be negotiated later is it included as
one of the conditions. The state budget will likely affect our MFT
allotments; the governor has vetoed that portion of the budget,
which means we will be relying on our reserves for both County MFT &
Township MFT funds. Once that part of the budget is approved, the
revenue stream from Motor Fuel Tax should resume. For now, we have
an adequate balance in both MFT funds to complete the sealcoat work
and other planned projects for this year.
Old Business:
Improvements to CH 3 (San Jose Road) and CH 16 (Delavan Road):
Mr. Aylesworth made a motion for a resolution to award a contract
for Bituminous Materials to the lowest responsible bidder. Letting
scheduled for July 14th at 10:00 a.m. Seconded by Mr. Blankenship.
Motion passed.
Repairs to County Highway 6 (Atlanta-Beason): County crew
borrowed an asphalt zipper machine from City of Lincoln and have
made a couple of short sections much smoother.
We still have a long section of Waynesville road to 3/4 miles south
of there to be done, but need to coordinate with a larger mill. We
are hoping to get the West Lincoln pulverizer in the next couple
weeks.

New Business:
Road Conditions and Funding:
Strengthening of Roads: The deterioration that we
experienced on County Highway 6 this year will likely happen
again on other county roads. The roads were constructed many
years ago and the quality of rock used is not up to today’s
standards. In many cases, there was dirt or clay mixed in with
the sand/gravel and over timed the mix absorbs moisture and soft
spots develop. The revenue stream from MFT and our federal
allotment is not enough to make significant improvements to our
roads; the funds are currently only enough to maintain what we
already have. We would need to devote local funds to annual road
improvements, identify roads that are showing signs of base
failures, and provide for a levy/budget a set amount each year
thus systematically improving our roads.
Enforcement of Seasonal Weight Limits: The simplest
solution to protect our roadways from premature failure is to
reduce the amount of truck traffic on our roads during the
seasonal weight limits. This should be the easiest and most
obvious way to save taxpayers money. If we can reduce the damage
to our roads, we won’t have to budget money for repairs. But, if
truckers know that there is a 0% chance that they will get fined
for hauling during the seasonal weight limits, they will
continue to damage our roads.
Equipment Purchases: Looking to buy a dump truck this
year. Only have $60,000 budgeted for it right now. Might need to
come before committee/board for a budget amendment. State Joint
Purchasing has not issued a contract yet. Working with other
trucking sales to find a used truck. New Truck on Average
$110,000-$120,000 (60 max on amendment)

Tim Clark Construction is planning to work with the township on
this project. At this time, the township is not planning to
request funding from the County. No committee action needed.
