Since the motion was voted down last month, there had to be a
motion for reconsideration made by someone who had voted against it.
Board member Pat O’Neill motioned for reconsideration of the pay
raise for the warden. O’Neill said though he had previously voted
no, he was willing to rethink the issue.
O’Neill’s motion for reconsideration passed 8-4 with Rick Aylesworth,
Kevin Bateman, Miles Craig, Emily Davenport, David Hepler, Pat
O’Neill, Scott Schaffenacker and Adam Schmidt voting yes; Dave
Blankenship, Bob Farmer, Gene Rohlfs and Chuck Ruben voting no.
Schaffenacker then made a motion to approve a salary increase for
the Animal Control Warden from $28,000 to $30,000 effective August
1, 2016.
Board member Chuck Ruben said the increase would not require a
budget amendment since it was already in a line item.
Rohlfs asked if the salary increased to $30,000 and the board voted
for three percent raises for non-union employees, whether it would
then be at $30,900.
Schaffenacker said Whiteman’s salary would still be below the
previous Animal Control warden’s salary by a few thousand.
Bateman amended the motion to raise the salary to $31,500 and exempt
it from an increase at budget time.
Bateman’s amendment failed 7-5 with Rick Aylesworth, Dave
Blankenship, Bob Farmer, David Hepler, Pat O’Neill, Gene Rohlfs, and
Chuck Ruben voting no. Kevin Bateman, Miles Craig, Emily Davenport,
Scott Schaffenacker, and Adam Schmidt voted yes.
Schaffenacker’s original motion to increase the salary from $28,000
to $30,000 passed 7-5 with Rick Aylesworth, Kevin Bateman, Miles
Craig, Emily Davenport, Pat O’Neill, Scott Schaffenacker and Adam
Schmidt voting yes. Dave Blankenship, Bob Farmer, David Hepler, Gene
Rohlfs and Chuck Ruben voted no.
Schaffenacker also made a motion to raise the Assistant Warden’s
Salary from $22,500 to $24,100 effective August 1, 2016. This motion
passed 8-4 with Rick Aylesworth, Kevin Bateman, Miles Craig, Emily
Davenport, David Hepler, Pat O’Neill, Scott Schaffenacker and Adam
Schmidt voting yes. Dave Blankenship, Bob Farmer, Gene Rohlfs, and
Chuck Ruben voted no.

Airport and Farm update
The board unanimously approved Rohlfs motion to approve a bid from
Axtells, Inc in the amount of $76,475. Rohlfs said the money will be
used for runway repairs.
Building and Grounds updates
The board approved Kevin Bateman’s motion to approve an Electrical Provider for
Logan County with 11 voting yes, and Adam Schmidt abstaining.
Liquor committee update
The board unanimously approved Scott Schaffenacker’s motion for a liquor license
request for the Balloon Festival.
Finance Committee update
The board unanimously approved Ruben's motion to approve Board of Review salary
to $2,400 a year per member for FY 2017.
Road and Bridge Committee update
The board unanimously approved four motions made by Road and Bridge Committee
Chairman Robert Farmer.
- Appropriate $12,500 from the County Bridge Fund to assist Oran Township in
repairing a bridge.
- Award a bid for a new Mack tandem axle truck Chassis to Mack Sales & Service
of Decatur for $91,915.00 from the County Highway Fund
- Award a bid for a new dump body & hoist package to Woody’s Municipal Supply
for $31,557.00 from the County Highway Fund.
- Purchase of a snowplow from Clauss Specialties in the amount of $8,000.
