Exclusive: Dutch want guarantees on Ukraine deal at EU summit - draft

[December 12, 2016]    BRUSSELS (Reuters) - Dutch Prime Minister Mark Rutte wants EU leaders to say on Thursday that the bloc's new agreement on closer ties with Kiev covers no extra security or financial obligations, a draft said.

The draft decision by EU leaders - seen by Reuters on Monday - has been prepared by the Netherlands, the only EU state that has not ratified the Ukraine-EU association agreement because Dutch voters rejected it in a referendum.

The agreement is being provisionally applied but The Hague said it would strike it down unless EU leaders endorsed additional Dutch demands on Thursday in Brussels.
