[January 21, 2016]  LINCOLN - Animal Control Committee - Logan County Safety Complex November 11, 2015

Present: Scott Schaffenacker; Kevin Bateman; Andy Anderson; David Hepler; Emily Davenport; Jan Schumacher

Absent: None

Guests: Julie Parker; Kelly Cale

Mr. Schaffenacker called the meeting to order at 6:30 pm.

A motion was made by Mr. Hepler, seconded by Mrs. Schumacher, to approve the minutes from October 14, 2015 as printed. Motion passed.

Old Business:

Pea Gravel: Mr. Schaffenacker is looking into getting a motorized buggy that’s narrow enough to get inside the bins with leftover pea gravel.

Mrs. Parker reported that a 36 inch walk-behind skid steer is available for rent from Sunbelt Rentals for $665 for 1 week.

Mr. Bateman suggested calling Goodman’s for a quote.

Committee agreed to try to at least get it over the fence before winter without having to intrude on private property.

Computer upgrade: Mrs. Parker discussed purchasing a computer over Black Friday for an excellent price.

Roof repair contract: The initial work was completed November 10, 2015.

New Business: None.

Administrator/Warden’s report: Mrs. Parker reported that the LC Animal Control adoption price is $120 but that Dr. Gillan has raised his prices for 2016, which has spaying (+ extra services) costs ranging from $101 to a maximum of $145. The prices to prepare an animal for adoption are now higher than the adoption prices so an option in order for LCAC to not absorb that cost would be to not do a heartworm ($17), feline leukemia ($23), or distemper combo tests ($15) in-house, but to offer that as optional for the consumer at their own expense. Mrs. Parker stated that she does not know if that is in LCAC’s best interest as far as adoptions, but she felt it necessary to discuss it as an option. The only requirements by law are spaying/neutering, microchip, and rabies shot. Having only the basic requirements would keep the costs below the adoption fee.

Mr. Schaffenacker inquired about how many positive leukemia tests have been reported.

Mrs. Parker reported that approximately 10 out of 100 leukemia tests are positive; she stated that the consumer would be educated that the illness can be spread to their cats so it is advisable, but they can have the test at the discounted rate.

Mr. Bateman expressed his concern about adopting a pet only to find the test positive after the adoption is final.

Mrs. Parker stated the opportunity to pay for the test at a discounted rate is prior to the spay/neuter surgery so if the test comes back positive the adoption could be nullified.

Mrs. Parker and Mr. Bateman agreed that the only window for a discounted rate on tests would be prior to surgery.

Mrs. Schumacher inquired as to whether the consumer loses the expense on the tests if the animal comes back positive for an illness.

Mrs. Parker stated that the consumer would be reimbursed for the discounted test cost upon confirmation of an illness if the consumer did not wish to choose a different animal. Adoption rates will remain the same.

A motion was made by Mr. Bateman, seconded by Mr. Hepler, to remove heartworm, feline leukemia, and distemper combo tests from the adoption requirements and only perform the tests required by law effective December 1, 2015. Motion passed.

Mrs. Parker reported that she has an employee with an injured back from holding down a large dog during a blood draw on LC Animal Rescue’s animals. He will be seeing the doctor tomorrow.

Mr. Anderson asked if this is the first incident and Mrs. Parker reported that it is the first time medical treatment has been required. Mr. Anderson would like for the Animal Rescue procedures to continue.

Mr. Bateman asked about having more people to help with these types of bigger animals or the cost of tranquilizing the bigger animals before procedures.

Mrs. Parker will ask Dr. Gillan about the cost of a sedative.

Mrs. Schumacher discussed the employee going to IWIN.

Mrs. Parker stated she will call Mrs. Meagher/Mrs. Clark to set an appointment.

Budget: Mrs. Parker inquired if the raises for part-time employee will take effect December 2015 and Mr. Schaffenacker confirmed it will.



Public Comments: The Ag department came out in September and verified the LC Animal Control has all its proper paperwork. The Ag department suggested changing the name of Logan County Animal Rescue to Logan County Animal Transport.

A motion was made by Mr. Anderson, seconded by Mr. Bateman, to pay the bills as presented for payment. Motion passed.

A motion was made by Mrs. Davenport, seconded by Mrs. Schumacher, to adjourn the meeting. Motion passed. Meeting adjourned at 7:03 pm.
