Logan County Board briefs: Health department open Fridays again, Scully Park to get benches replaced, board member pay policy updated, and more

[November 28, 2016]  LINCOLN - On Tuesday, November 15, 2016, the Logan County Board held its monthly meeting voting on motions and resolutions from several committees.

Updates from the health department

Logan County Department of Public Administrator Don Cavi announced that the health department will start being open until noon on Fridays as of December 2.

The department also got a $3,000 grant from Integrity Data for an extra refrigerator they are using to store some pharmaceuticals and vaccines.

Cavi said the grant for the dental clinic has been delayed, so it may be March or later before SIU clinic comes in.

The health department has not had to use any of the money from the county loan yet, so finances are doing better.

Buildings and Grounds


The board unanimously approved Kevin Bateman's motion to expend up to $11,000 for park benches in Scully Park. These will replace benches that were taken a few years ago.

Finance

Finance committee chairman Chuck Ruben made a motion for approval of the county board member payment policy, adding it to the financial procedures as an addendum.

Ruben provided board members with a list of changes he made to the per diem, or pay per day, policy. The committee had discussed the changes at their October meeting.

Ruben said he wanted to make a couple more minor changes in the policy by limiting per diems to 12 per month in addition to the committee meetings board members go to. He said he also wanted to take out "written authorization," since there are many situations where the chairman gets called for an emergency situation and it is difficult to get written authorization.

Board member Kevin Bateman said he wanted to make one more amendment by having board members get authorization from two people for per diems. He said it eliminates the "buddy system."

Ruben said when the chairman approves the per diems and the finance committee signs off on the vouchers, there are actually seven who have looked at it.

Bateman's amended motion failed 7-4 with Bob Farmer, Pat O'Neill, Gene Rohlfs, Chuck Ruben, Scott Schaffenacker, Adam Schmidt, and David Hepler voting no and Kevin Bateman, Dave Blankenship, Emily Davenport and Rick Aylesworth voting yes.

The board unanimously approved Ruben's main motion on the county board member payment policy limiting per diems to 12 per month in addition to the committee meetings board members attend.

Ruben made a motion to accept a proposal for a half door installed at the Assessor’s Office from Webster Construction in the amount of $3,405.

He gave them a breakdown of the costs, which included $1,100 for an electronic switch for the door and $400 to run a wire.

Board member Scott Schaffenacker asked what budget the money would be coming from.

Ruben said it would come out of the assessor's budget.

Board member Emily Davenport asked if they had to go out for bids, since it seems like a "chunk of change."

Ruben said it fits under the $10,000 threshold for going out for bids. In bids for the other door, all three bids were within a nickel in difference.

Board member Kevin Bateman asked if the assessor was okay with the $3,400 without going out for bids.

Ruben said, if not, she does not have to expend the money. He said something is needed for safety.

The board unanimously approved Ruben's motion for the proposal.

Other committee updates:

Counties of Illinois Risk Management Agency (CIRMA) membership


The board unanimously approved Scott Schaffenacker's motion for renewal of the CIRMA membership. CIRMA is a self-insurance risk management program that is county owned and county managed.

Board Chairman David Hepler thanked Scott Schaffenacker, Brenda Clark, and Adam Schmidt for the time they spent working on CIRMA to make the program successful.

Board approves EMA vehicle purchase

The board unanimously approved Rick Aylesworth's motion to approve EMA vehicle purchase of $15,000. Aylesworth said they will be purchasing a Chrysler Dodge pickup.

Road and Bridge resolutions

The board unanimously approved four motions from the Road and Bridge Committee Chairman Bob Farmer.

The first motion was for approval of a “Resolution of Support to Benefit the Economy & the Citizens of Illinois.”

The resolutions approved were to appropriate $20,000 from the County Bridge Fund for the county’s share of a riprap project in Laenna Township, to award a riprap project in Laenna Township to CSD Environmental in the amount of $33,172.60, and to award a riprap project in Lake Fork Township to CSD Environmental in the amount of $34,232.50.

Board approves transportation grant

The board unanimously approved Kevin Bateman's motion to approve a resolution authorizing Execution and Amendment of Federal 5311 Operating Assistance Grant Agreement.

Board members present were Chairman David Hepler, Vice Chairman Bob Farmer, Pat O'Neill, Gene Rohlfs, Chuck Ruben, Scott Schaffenacker, Adam Schmidt, Kevin Bateman, David Blankenship, Emily Davenport and Rick Aylesworth. Miles Craig was absent.

The next Logan County Board Regular meeting will be held Tuesday, December 20, 2016 at 7 p.m.
