[August 31, 2016]   LINCOLN - Community Action Partnership of Central Illinois (CAPCIL) will begin scheduling appointments for our Low Income Home Energy Assistance Program (LIHEAP) starting September 1, 2016. All appointments for the five county service area will be scheduled through the corporate office.

CAPCIL is one of several agencies in the State of Illinois that offers energy assistance through the LIHEAP program. The service area for this assistance covers DeWitt, Fulton, Logan, Mason, Menard, and Piatt counties.

Three priority groups will be served during the next several months:

  • Priority Group 1 – Includes households with a person who is elderly (60+) and/or has a disability (beginning September 1st)
  • Priority Group 2 – Includes families with children under the age of 6 years and households who are disconnected and/or whose existing heating systems are not operational or have been red-tagged by their utility company (beginning October 1st).
  • Priority Group 3 – Includes households that meet income guidelines. (beginning November 1st).

The LIHEAP eligibility qualifications are as follows:

  • Household income must be equal to or less than 150% of the Federal Poverty Level
  • Utility bill must be in the name of the occupant of the home

For Example: A single person-household can qualify with a monthly income of up to $1485 or a family of four can earn up to $3038.

Appointments are required for services. All LIHEAP applicants must provide proper documentation when applying for assistance at their scheduled appointment. Applicants must bring in proof of income for the 30 day income period beginning with the date of the application for all household members, social security cards for all household members, and their most recent gas and/or electric bill. Funding is available through May 31, 2017 or when funds are depleted.

Individuals that meet the qualifications and want to schedule an appointment should contact the corporate office by calling 217-732-2159.

Available appointment dates are also posted on our webpage:  where clients may request an appointment.

The new Client Kiosk is also now available. By visiting SetDBName/capCentralIL  clients may provide general household information, income information, upload documents, and submit application information prior to the appointment. This is a best practice, but a helpful service to make the appointments move more quickly. The kiosk is easy to use, secure, and available to anyone with access to the internet and an active e-mail account.

For individuals in Logan and Mason County on-demand transportation appointments or flex route rides are available. Call the CAPCIL Transportation Program at 1-866-930-8212 for more information on the flex route or the on-demand services.

The promise of CAPCIL is to change people’s lives, embody the spirit of hope, improve communities, and make America a better place to live. It is the mission of Community Action Partnership of Central Illinois, in partnership with communities in our service area, to empower persons with low income and the aged by creating and implementing poverty-fighting initiatives for those in crisis and those that endeavor a life of lasting independence.
