Treasurer Vicki Dugan to retire

[April 20, 2017]  LINCOLN -  At the regular board meeting on Tuesday, April 18, 2017, Board Chairman Chuck Ruben announced the upcoming retirement of Logan County Treasurer Vicki Dugan and the resignation of board member Adam Schmidt.

Ruben read a letter from Dugan explaining her plans to retire.

In the letter, Dugan said she has enjoyed working with the board and "serving as treasurer for the past six-and-a-half years." She said, "There have been many challenges and advancements in my office and the board has always been very considerate to work with me to meet them."

Dugan's letter shared several deciding factors for retiring before her tenure is complete. Dugan said she wants to be able to visit a new grandchild that will be born this summer who lives "1,200 miles away" and also be able to help elder family members.

Dugan said another deciding factor is that "current software will be updated and functioning by the end of 2018." She said training hours for the treasurer of the new software "should be spent on an incoming not an outgoing treasurer." Dugan said the time period should allow a newly appointed treasurer time to learn the software.

Dugan said she plans to retire May 30, 2017 and would like to recommend Penny Thomas for appointment. Thomas is the current insurance and payroll clerk in Dugan's office and Dugan said Thomas is familiar with the current software.

Dugan's letter thanked the board for "a friendly working relationship that not all counties have with their elected officials." She said, "I feel our county is blessed with great elected officials who work together to serve. It has been an honor to serve with current and past county board members."

Dugan also thanked Ruben, who as finance chairman, "answered many questions of a new treasurer and helped me along the way." She said, "I'm sure he will do the same for the next treasurer. I will also be a phone call away to the newly appointed treasurer."

Emily Davenport motioned to accept Dugan's resignation.

County Clerk and Recorder Sally Turner said once an elected official resigns, it is the appointment of the chairman with the advice and consent of the board. The chairman has 60 days to do that.

Ruben will bring up the recommendation at next month's meeting. He asked the insurance and legislative committee to put the appointment on the agenda for next month.

Adam Schmidt announces resignation

Board member Adam Schmidt, who has been serving on the board since he was appointed last spring also announced his resignation.

Schmidt said Tuesday's meeting would be his last meeting. Schmidt and his family are moving to the West Lincoln Broadwell District, so he will be living in a different district than the one he has been serving.

Schmidt said, "I would not have run for another two years if I had had any idea we were going to move."

Schmidt said, "I've thoroughly enjoyed Dr. Hepler putting me on the board and then working with Sally. It's been a great year. I have enjoyed everything with the Insurance Committee."

Schmidt said he appreciated everyone on the board.

Board member David Hepler motioned for the board to accept his resignation.

Appointment of a new board member will be discussed at next month's insurance and legislative committee.
