Lincoln aldermen vote no increase to property tax levy for 2019

LINCOLN 

At the Monday night regular meeting of the Lincoln City Council, aldermen voted to keep the property tax levy for the 2018 billing year level. This tax levy for 2018 will impact the property tax billed to Lincoln property owners in 2019.

The tax for the 2017 year billed in 2018 came to $1,778,273. This is the same amount that will be levied for the 2018 year. In figuring the property taxes, the city of Lincoln is required to seek a specific total dollar amount. The amount charged to each property owner is determined by the county with a formula that takes into consideration the assessed value of the property and the total dollars sought in tax levies by other entities.

The percentage that will appear on the property tax bills designated to the city averages about 10 percent of the total, give or take a percentage point or two, and is actually dependent upon the size of other tax levies in comparison to the levy by the city.



City Treasurer Chuck Conzo had provided aldermen with tax levy options that included the level tax and as well as a tax increase based on the Consumer Price Index that would have permitted the city to seek up to $1,806,266.

Aldermen discussed the proposals at the Committee of the Whole meeting on December 10th and agreed there that they did not wish to see the tax levy increase.

Conzo also noted, the break down for how the money brought in would be distributed, had changed slightly.

In 2017 the total tax levy included $1,595.285 for the general fund and $182,988 for one bond payment. Conzo explained that the bond payment would only be $177,480 – a reduction of $5,508. He recommended that the extra $5,508 be placed in the police and fire pension funds rather than into the general fund.

Prior to the voting session, a public hearing was held at City Hall in the council chambers. During that hearing, no members of the public came forward to speak about the levy.

During the voting session, Conzo explained the tax levy, then the vote was taken, passing 7-0. Alderman Steve Parrott was absent for the evening.
