City of Lincoln announces changes to trash and sewer billing

City of Lincoln City Wide Cleanup Guidelines

Two city wide cleanups will be available this year at no additional charge to residents. This program is to address large/bulky items not part of weekly waste hauling schedule, the first large item pickup dates as follows:

The week of June 11th through June 15th

·         Items must be brought to the street/curb at the property address for pick up, no alley pickups for this program.

·         Items may begin to be placed at the street/curb on the Saturday before the scheduled pickup dates begin.

·         The waste haulers will make one “sweep” of the city and not in conjunction with your normal waste pickup dates.

·         Please see the attached list of those items not allowed to be set out for pick up under this program, items found on this list will not be picked up by the waste hauler.

·         Items put out but not allowed and therefore not picked up must be removed from the curb immediately so as to not cause a nuisance to neighboring properties or result in violations.

·         This service is for residents within the city limits of Lincoln, no outside materials are to be brought in. Abuse of this service could result in its future suspension.

Bulky Item: Material needs to be at the curb by 6:00am

Area Disposal can NOT take the following items:

Tires

Paint

Batteries

Appliances (white goods)

Yard Waste

Hazardous Material (oil, gas, solvents)

E-Waste (computers, TV’s, electronics)

1. Construction debris must be bundled, be less than 5-feet in length, and weigh less than 50lb per bundle.

2. No concrete or auto parts

Please take advantage of this program as it is an excellent opportunity to remove many of the items that otherwise end up stored or dumped inappropriately around town attributing to overall blight throughout the city.    

Attention Sewer Customers

THE CITY OF LINCOLN UPGRADED OUR SOFTWARE SYSTEM.  YOUR SEWER ACCOUNT NUMBERS HAVE CHANGED.  THIS IS ESPECIALLY IMPORTANT FOR CUSTOMERS THAT USE BILL PAYS OR E-CHECKS AND WILL NEED TO NOTIFY THEIR BANKS OF THE CHANGES OR INDIVIDUALS USING OUR ONLINE CREDIT CARD SERVICE.

GARBAGE

EFFECTIVE JUNE 1ST THE CITY OF LINCOLN IS TAKING OVER BILLING FOR AREA DISPOSAL FOR LINCOLN RESIDENTIAL CUSTOMERS.

The following are the billing procedures for both trash and sewer for Lincoln residents.  This only applies to the mandated residential trash service and to all sewer service in the City of Lincoln.

*Sewer and garbage penalty structure will be approved by the City Council on 5/21/2018.  Customers will be notified of any changes in the next billing cycle.

Residential Garbage:

Billed monthly with the sewer bill.  All charges due on the 20th of each month.  No late fee will be added to trash service bill.

After 60 days of no payment trash pickup will be stopped. Customers will receive a letter from Building & Zoning regarding the Ordinance violation (City Ordinance requires trash pickup at all residence). The customer must pay in full 30 days from the date of the letter for trash service to be restarted.  If the bill is not paid within that time the customer will be fined by Building and Zoning.  

Contact the City immediately if you have received a bill in error or an incorrect rate on your bill.

Any credits with Area Disposal, including paying a year in advance, will be refunded by Area Disposal.  Customers must contact Area Disposal regarding this at (217) 735-5881.

THE CITY OF LINCOLN IS ONLY HANDLING BILLING FOR RESIDENTIAL TRASH SERVICE.  ANY QUESTIONS OR ISSUES REGARDING SERVICE SHOULD BE ADDRESSED TO AREA DISPOSAL.  THE CITY WILL ONLY ANSWER BILLING QUESTIONS

Sewer

First Month – current charges billed and due on the 20th of each month.

*Below are the procedures for unpaid accounts.  Unpaid charges will roll over each month and be added to current charges and penalties

Second Month – billed current charges along with a first time past due penalty of a flat $5.00.   All charges due by 20th of the month.

Third Month - billed current charges along with a $25.00 penalty for any past due charges.  A warning letter will be included in the bill detailing how a lien will be placed on the property and a lien fees of $70.00 if bill is not paid in full by 20th of the month.  There will also be a warning of a $75.00 water shut off for the following month.

Fourth Month – billed current charges along with another $25.00 penalty on any past due plus $70.00 lien fees due 20th of month.  Illinois American Water gives customers 10 days to pay bill, then water will be shut off to the property until the bill is paid.

Fifth Month – billed current charges along with another $25.00 penalty for any past due charges.  Customer will be charged $75.00 for water shut off fee. 

Sixth Month – billed water read charges from previous month and final $25.00 penalty.  Following month no charges will be incurred except for a continued $25.00 penalty until bill is paid in full.

WHEN PAYMENT IF RECEIVED FOR ACCOUNT THAT HAS SEWER AND TRASH COMBINED AND IS NOT PAID IN FULL, PAYMENT WILL BE APPLIED TO TRASH FIRST, ANY REMAINING MONEY WILL BE APPLIED TO THE SEWER ACCOUNT UNLESS OTHERWISE INSTRUCTED.
