County closes out public transportation with CAPCIL

LINCOLN

At the Regular Board meeting Tuesday, March 20, the Logan County Board approved a payment of $6,060 to Community Action Partnership of Central Illinois (CAPCIL) for closing costs for the transportation program. Of that amount, $3,000 is for the audit and will be reimbursed by a grant. The remaining $3,060 will come out of the County’s General Fund.

Board members present were Kevin Bateman, Dave Blankenship, Janet Dahmm, Emily Davenport, Bob Farmer, David Hepler, Gloria Luster, Gene Rohlfs, Chuck Ruben, Bob Sanders, Scott Schaffenacker and Annette Welch.

At the prior Thursday’s Board Workshop, there was discussion about the close-out costs because of questions about documentation.

Program Compliance Oversight Monitor Brenda Clark said the bill CAPCIL presented for close-out information showed the “breakdown of charges” they wanted reimbursed. CAPCIL had hourly figures for their payroll for different offices and had an audit listed for $3,000. The audit was previously approved by the Illinois Department of Transportation, so there was no issue with it.

The main motion brought forward Tuesday was to approve payment to CAPCIL, $3000 for the audit and no payment in the amount of $3,060 until documentation is provided by CAPCIL.

Bateman amended the motion that the board pay the $3,060 to CAPCIL upon a signed agreement that this is the final payout for transportation provided by CAPCIL.

After much discussion by the board and input from State’s Attorney Jonathan Wright, the board settled the issues and proceeded to vote with an amendment for the addition of $60 to the previously discussed, expected and voted on amounts.

The amendment passed 10-2 with Kevin Bateman, Dave Blankenship, Janet Dahmm, Bob Farmer, David Hepler, Gloria Luster, Gene Rohlfs, Chuck Ruben, Bob Sanders, and Annette Welch voting yes. Emily Davenport and Scott Schaffenacker voted no.

The main motion as amended for payment to CAPCIL with $3,000 for the audit and the $3,060 coming out the General Fund passed 11-1 with Kevin Bateman, Dave Blankenship, Janet Dahmm, Bob Farmer, David Hepler, Gloria Luster, Gene Rohlfs, Chuck Ruben, Bob Sanders, Scott Schaffenacker and Annette Welch voting yes. Emily Davenport voted no.

Other motions brought forward from the Transportation Committee included:

A resolution authorizing the execution and amendment of Section 5311 Grant Agreement.

A motion for the Acceptance of the Special Warranty. Clark said the Warranty is a guarantee [the board] will follow the rulings in the grants and it is approved by the State’s Attorney.

These motions were both unanimously approved.

An ordinance to provide public transportation in Logan County passed 10-2 with Kevin Bateman, Janet Dahmm, Emily Davenport, Bob Farmer, David Hepler, Gloria Luster, Chuck Ruben, Bob Sanders, Scott Schaffenacker, and Annette Welch voting yes. Dave Blankenship and Gene Rohlfs voted no.

In the meantime, the public transportation program will resume soon. A company named Showbus was contacted when CAPCIL announced late last year that they would no longer manage the service for the county. Clark said she has some brochures from Showbus that provide the route information. She said Showbus is just trying to get everything rolling and announcements will be made soon.

The next Regular Board meeting will be held in the Logan County Courthouse Tuesday, April 17 at 7 p.m.
