Logan County November briefs: Fifth Street Road construction funds approved, Animal Control Wardens reappointed

When the Logan County Board met for its November Regular session it approved funds to reconstruct a six mile portion of the 12 miles of Fifth Street Road that stretch between Lincoln and the New Holland/Middletown Blacktop.

The Road and Bridge Committee approved appropriating $4.3 million for construction of the western section of the Fifth Street Road Project.

At the Board Workshop, Logan County Engineer Bret Aukamp said the funding will come from motor fuel tax and a $2 million donation from Liberty Power, who owns the Sugar Creek Wind Farm project.

Additional Road and Bridge motions that were approved:

• Appropriation of $1,019,479.15 from Motor Fuel Tax funds for maintenance work in 2021.

• An extension of the collective bargaining agreement with Teamsters Local Union 916 beyond the November 30, 2020 expiration date.

• An engineering agreement with Veenstra & Kimm for $72,739 to design the bridge rehab of County Highway 20 over Sugar Creek.

The board also approved motions from Animal Control Chairman Steve Jenness for the reappointments of Animal Control Warden Jane Whiteman and Animal Control Assistant Warden Matthew Viner.

Building and Grounds Committee Chairman David Blankenship’s motioned and it was approved to send the Design Fee contract for CTS back to the committee.

CTS would construct the specifications and bid documents for the exterior Dome Restoration portion of the Logan County Courthouse reconstruction project. Blankenship said the contract needs some tweaking.



The board also approved Blankenship’s motion for the chair to appoint a sub-committee to oversee the facility manager/building maintenance engineer and hiring process.

The board approved the following Executive and Personnel Committee motions:

• A Memorandum of Understanding between Logan County and the Logan County ETSB to identify roles and responsibilities in supporting the operations of dispatch services.

• Grant funding of $4,000 for GIS and Tri-County Regional Planning Commission.

Board members present were David Blankenship, Emily Davenport, Janet Estill, Cameron Halpin, David Hepler, Steve Jenness, Bob Sanders, Annette Welch and Jim Wessbecher. Bob Farmer and Scott Schaffenacker were absent.
