For the second year in a row, Lincoln Ward 4 Alderman Jeff Hoinacki
has been appointed by Acting Mayor Tracy Welch to the Lincoln Budget
Planning Committee.
Alderman Hoinacki is just one of two aldermen who will begin work
with the city administrator and treasurer on the city’s next budget.
It’s anticipated that the budget will total about $23 million in
expenditures.
Continuing his more than decade-long commitment to fiscal
responsibility to the City of Lincoln, Alderman’s Hoinacki’s
leadership has helped the city establish solid fiscal footing in its
various budget funds. That, among other successes, helped enable the
city council to contain costs for its ongoing state-mandated sewer
project and not raise sewer rates on city customers for 2021.
Alderman Hoinacki’s fiscal responsibility also contributed to the
city developing a $2.5 million fund balance prior to the Covid-19
pandemic, a rarity for municipalities in Illinois. The city has
utilized this additional emergency resource during the pandemic,
though keeping its use to a minimum as needed.

Indeed, because of the Covid-19 pandemic, the next budget for the city of
Lincoln may be more challenging to piece together. However, Alderman Hoinacki’s
fiscal experience for the city means he’s more than up to the challenge. He
looks forward to continue working with City Council in stabilizing Lincoln’s
fiscal future.
