| Lincoln City Council: Cash 
			requests for Juneteenth and Pride celebrations fail for lack of 
			second

			 At the Monday night meeting of the Lincoln City Council two items on 
			the agenda never made it to the vote. 
 The first was the request from Jennifer Hunt for cash to fund the 
			2022 Juneteenth celebration in Lincoln. The item came to the floor 
			and Alderman Sam Downs opened by saying he wanted to amend the 
			motion. He was told that before he could offer an amendment he 
			needed to move on the agenda item as written. Then an amendment 
			could be done.
 
 Downs made the motion to approve awarding Hunt and the Juneteenth 
			celebration $2,500. Mayor Tracy Welch asked for a second and got no 
			response. After a minute he said he would ask again for the record, 
			and he asked for a second. He got no response. Welch then announced 
			that the motion would die for lack of a second.
 
			The next item was a request to provide $1,500 to the second annual 
			Pride celebration in Lincoln.

Again Downs made the motion and Welch asked for a second. None was forthcoming. 
Welch repeated that for the record he would again ask for a second, and did so. 
No second was offered. Welch then said that the motion would die for lack of a 
second.
 The failure to achieve a vote on any motion due to the lack of a second is 
considered as a “no” vote in the council.
 
 Both requesting parties were in the council chambers during the motion, but left 
before the end of the evening without comment as to the outcome of their 
requests.
