Logan County to consider carbon
dioxide ground storage

At the board workshop, representatives of Navigator
Heartland Greenway, LLC who are interested in developing a Carbon
Capture, Utilization and Storage (CCUS) system in the county, spoke
to the board about their plans.
The company has been developing a project and shared details with
the board earlier in the summer. This type of project would capture
carbon dioxide (CO2) emissions industrial facilities produce and
emit. While being captured the CO2 is compressed into liquid. The
CO2 would then be transported to a storage site where it would be
injected a mile underground between rock.
Board members had questions and concerns about issues like financial
bonding, effects on water quality, safety and monitoring.
The representatives said they would secure bonding before permitting
to cover any liability.
As far as impacts on water, the representatives said in one project
that has been going on for 11 years, there has been no change in
water quality.

The company monitors the pipelines to check the concentration
levels. This monitoring helps protect people’s safety. If there is a problem,
they would know within thirty minutes. The company will share more project
details at an upcoming Logan County Zoning Board of Appeals (ZBA) public
hearing.
The ZBA will hold the public hearing on Tuesday, October 11 at
7:30 p.m. in the Orr Building, 628 Broadway Street, Lincoln, to consider the
petition to amend the Logan County Zoning Ordinance.
The suggested amendment to the Logan County Zoning Ordinance is to add the
Conditional Use for the delivery, well installation, deep injection,
sequestration and permanent storage of carbon dioxide on and beneath land in
Logan County that is zoned Agricultural District.
