Emily J. Young Appointed Associate
Circuit Judge
in the Eleventh Judicial Circuit

Chief Judge J. Casey Costigan
is pleased to announce that Emily J. Young has been appointed
Associate Circuit Judge for the Eleventh Judicial Circuit effective
in August 2025. He stated: “We are pleased to welcome Ms. Young to
the bench. She is a highly capable attorney with a strong commitment
to fairness and the judicial temperament our courts require. I am
confident that Judge Young will serve the people of the 11th
Judicial Circuit with integrity, impartiality and a dedication to
the rule of law. The people of the 11th Circuit will be well-served
by her presence on the bench.”
Ms. Young has served as an Assistant State’s Attorney for McLean
County since 2016. In that capacity, she has worked in a variety of
roles from traffic prosecutor to the most serious felony cases. Ms.
Young currently serves with the problem-solving courts in addition
to her work as felony prosecutor. She is graduate of Lincoln High
School, Southern Illinois University, Carbondale (Summa Cum Laude),
and the University of Illinois College of Law (Magna Cum Laude),
where she was awarded the Illinois Law Scholarship and was a member
of the University of Illinois College of Law Trial Team.
Ms. Young is a certified instructor at the Macon County Law
Enforcement Training Center. She is a former adjunct instructor at
the University of Illinois College of Law, where she taught legal
writing and legal research.
She has been the coordinator of the McLean County Coordinated
Community Response Team – a multidisciplinary team focused on
domestic violence issues; a member of CHELP – a multidisciplinary
team focused on elder and disabled adult abuse and the East Central
Illinois Area Agency on Aging scam and fraud prevention project.
Additionally, she has worked on multiple youth sports teams as a
coach and mentor.

Upon learning of
her appointment, Ms. Young said “I am truly honored to have been
chosen by the circuit judges of the Eleventh Judicial Circuit. I
am eager to serve the residents of Logan County in this
capacity, and I am grateful for this opportunity.”
Ms. Young will be primarily assigned to Logan County.
