Logan County State's Attorney provides update on recent court cases

[March 20, 2025]  On January 28, 2025, Judge Jonathan Wright accepted a fully negotiated plea sending Cameron Felton (d.o.b.: 01-16-1989), of the block of 900 block of South College Street, Lincoln, Illinois, to the Illinois Department of Corrections for 6 ½ years for delivering heroin. In May of 2024, the Central Illinois Enforcement Group (an Illinois State Police narcotics task force) conducted a covert operation in Lincoln, Illinois, targeting Felton. During the operation, Felton sold 4.4 grams of a substance that tested positive for heroin and fentanyl. Felton’s criminal history includes: 2019 Logan County Burglary (Class 2 felony); 2018 Logan County Forgery (Class 3 felony); 2014 Logan County Delivery of a Controlled Substance (Class 1 felony); 2013 Logan County Possession of a Firearm (Class 4 felony); 2010 Logan County Driving Under the Influence (Class A misdemeanor); 2008 Logan County Driving Under the Influence (Class A misdemeanor); and 2005 Logan County Driving Under the Influence (Class A misdemeanor). Pursuant to Illinois law, Felton must serve at least 50% of his sentence, followed by 1 year of mandatory supervised release, and he was given 75 days credit for time served while in pretrial detention.

On January 28, 2025, Judge Jonathan Wright sentenced Hannah Lamb (d.o.b.: 07-23-1989) of the 700 block of Tremont Street, Lincoln, Illinois to the Illinois Department of Corrections for 3 years for violating her probation. In February 2023, a Lincoln resident reported that an unknown female stole her car and that her car had been unlocked, and the keys were inside it. Shortly after the report was made, Lincoln Police conducted a traffic stop on the missing vehicle and identified Lamb as the driver of the vehicle. It was also learned that Lamb’s driver’s license was revoked at the time of the offense. In August of 2023, Lamb pled guilty to possessing the stolen vehicle and driving while license revoked and was sentenced to probation. In January of 2024, the State’s Attorney’s Office filed a petition to revoke Lamb’s probation, alleging that she failed to meet with her probation officer as required. In September of 2023, Lamb admitted the allegation. Lamb’s criminal history includes: 2021 Logan County Domestic Battery (Class A misdemeanor); 2019 Logan County Driving Under the Influence (Class A misdemeanor); and 2015 Logan County Driving Under the Influence (Class A misdemeanor). Pursuant to Illinois law, Lamb must serve at least 50% of her sentence, followed by 1 year of mandatory supervised release, and she was given 157 days credit for time served while in pretrial detention.


On February 4, 2025, Judge Jonathan Wright sentenced Amanda Miner (d.o.b.: 01-18-1985), of the block of 500 block of Pine Street, Mount Pulaski, Illinois to the Illinois Department of Corrections for 6 years for aggravated identity theft and delivering drugs. In May of 2023, the Central Illinois Enforcement Group (an Illinois State Police narcotics task force) conducted a covert operation in Lincoln, Illinois, targeting Miner. During the operation, Miner sold 0.6 gram of a substance that tested positive for heroin and fentanyl. After Miner was arrested for this offense, pursuant to Illinois law, Miner was released from custody. Within a week of her release, Miner stole an elderly person’s credit card and used it to make personal purchases. Upon her new arrest, the court system was able to revoke her prior release, and she was held in custody, pending the conclusion of the case. As part of the sentence, Miner is required to pay the elderly victim restitution for the money she spent.

Miner’s criminal history includes: 2009 Sangamon County Retail Theft (Class A misdemeanor); 2018 Logan County Unlawful Possession of Methamphetamine (Class 3 felony); 2018 Logan County Unlawful Delivery of Methamphetamine (Class 2 felony); 2018 Logan County Aggravated Identity Theft (Class 2 felony); 2016 Logan Cunty Unlawful Possession of a Credit Card of Another (Class 4 felony); 2009 Logan County Bringing Contraband Into a Penal Institution (Class 3 felony); 2008 Logan County Forgery (Class 3 felony); 2008 Logan County Aggravated Driving Under the Influence (Class 4 felony); 2006 Logan County Theft (Class A misdemeanor); 2002 Logan County Forgery (Class 3 felony); and 2002 Logan County Battery (Class A misdemeanor). This is the ninth and tenth case in which Miner has been sentenced to the Illinois Department of Corrections. Pursuant to Illinois law, Miner must serve at least 50% of her sentence, followed by 1 year of mandatory supervised release. Both of her sentences are to be served concurrently (at the same time), and she was given credit for 170 days on one case, and 166 days on the other case, for time served while in pretrial detention.
 

On February 11, 2025, Judge Jonathan Wright accepted a fully negotiated plea sending Allen Goodman (d.o.b.: 01-09-2003), of the block of 700 block of North Madison Street, Lincoln, Illinois to the Illinois Department of Corrections for 3 years for theft, burglary, and possessing a firearm while being a felon. On July 16, 2024, law enforcement conducted a covert operation in Lincoln, Illinois, targeting Goodman. During the operation, Goodman, who was a convicted felon, sold a shotgun to a confidential source. Then, in the early morning hours of August 4, 2024, Lincoln Police were dispatched to a local business for a report of a break in. The business owner reported missing equipment and showed officers images of the suspect from a surveillance system. From those images, officers were able to identify Goodman as the suspect. In the early morning hours of February 3, 2025, Lincoln Police were dispatched to a local business for a report of a break in. The business reported a broken window and a missing laptop. Video surveillance showed Goodman, who had been on pretrial release, walking past the business right before the break in occurred. A few days later, officers located Goodman carrying a backpack. Inside the backpack, law enforcement found the business’s missing laptop. Goodman was charged and pled guilty to all three incidents. In each case, Goodman was sentenced to 3 years of imprisonment, to be served concurrently with each other, meaning Goodman will serve the sentences at the same time. Pursuant to Illinois law, Goodman must serve at least 50% of each sentence and was given credit for the time he spent in pretrial detention. Prior to committing these offenses, Goodman’s criminal history was limited to a 2023 Logan County Aggravated Fleeing or Attempting to Elude a Peace Officer (Class 4 felony).
