Logan County Board
November Finance Committee Meeting

On Thursday, November 6th, the
Finance Committee of the larger Logan County Board held their
monthly meeting just after 6:00 p.m. in the Blue Room of the Logan
County Safety Complex. Three of the five committee members were
present, Chairman Kathy Schmidt, Dale Nelson, and Lance Conahan.
Absent were Vice Chairman Joseph Kuhlman and Keenan Leesman. Also
present were Administrative Assistant Madelyn Hinton, Logan County
Treasurer Penny Thomas, Sheriff Mark Landers, Josh Pharis, and board
member Kevin Knauer.
After attendance was taken and
guests introduced themselves, the committee voted to approve their
meeting minutes from last month. This then brought them to old
business, of which there was only one item on the agenda, the 2026
budget. Thomas shared that, according to Zoning and Economic
Development Officer Al Green, he felt safe increasing his
department’s revenue from $20,000 to $75,000. It was shared that
this was due to several more large projects coming to the county, as
well as an increase in the permit costs for energy projects such as
solar and wind farms.
Thomas then shared that the Assessor’s office needed a small
increase to cover state increased salaries, which amounted to about
$1,700 total. She then shared that the Regional Board of Education
had sent their report, showing they needed less money than was set
aside for them in the budget.
Nelson then discussed some money that was not budgeted for extra
help in the Zoning and Economic Development Office. The idea was to
get some help in the office for things such as filing paperwork,
which Conahan stated was very much needed.

There was some
discussion of whether to include this money in the budget, and
Nelson stated that he would not feel comfortable doing so before
the board could figure out exactly what this extra help would be
with number of hours and compensation. Conahan pushed back a
bit, asking if the money could be approved upon the condition
that the details would be worked out before any of the budgeted
money was spent. After some more back and forth, the committee
ultimately agreed to bring this issue up at the Workshop meeting
next week so the full board could give their input on it.
Next, the committee moved on to new
business. Nelson made a motion to approve three budget amendments.
He read the number for each amendment but did not go into detail
regarding what they were about. He stated that they would be
mentioned in greater detail at next week’s Workshop meeting. Conahan
also stated that, for the second new business item regarding the
Logan County Tourism Bureau (LCTB), new director Wanda Lee Rohlfs
would be at the regular meeting later in the month to provide an
update.
With all new business being discussed, and all bills being approved,
the committee made a motion to adjourn.
