Two new police officers appointed, three citizens appointed to various city commissions

[September 04, 2025]  Due to the Labor Day holiday, the Lincoln City Council hosted its first voting session meeting for September on Tuesday, September 2nd. Seven of the eight aldermen were present with Ward 2 alderman David Sanders being absent for the evening.

After roll call was the Pledge of Allegiance and an invitation for public participation, of which there was none. Two new police officers were sworn into duty by city attorney John Hoblit. Austin O’Donohue and Antonino Dominquez De La Cruz were welcomed into service to the city by Lincoln Mayor Tracy Welch, the aldermen, Police Chief Joe Meister and Assistant Police Chief Matt Comstock.

During the voting portion of the meeting, aldermen approved by unanimous vote a Resolution for Improvement Under the Illinois Highway Code, Section No. 09-00094-00-RS for 2009. This goes back to a discussion held earlier this year in council regarding the state catching up with paperwork and does not mean the city will have to pay any additional funds, nor will it receive any additional money from the state.

The council next approved the bid 2025 Chip and Oil Projects as proposed by Street Superintendent Walt Landers. Two bids had been presented for the 2025 projects, one from Illinois Valley Paving and the second from P.H. Boughton & Sons. The Boughton bid was the lowest at $337,583.02. Landers recommended the lowest bid and the council approved by unanimous vote.

An Economic Development Grant for facade improvements was awarded to Sam Redding for the downtown property at 123 N. Kickapoo Street in the amount of $6,500. The award will go toward the cost of tuck pointing for the brick storefront.

Three mayoral appointments were approved. By unanimous vote, Kathie Williams was appointed to the Economic Development Commission, Richard Hoefle to the city Liquor Commission and Hannah Meece to the Historic Preservation Commission.

The council approved the recommendation of city treasurer Chuck Conzo to renew the Certificate of Deposit at United Community Bank for six months at an interest rate of 4.10 percent.

During announcements, Landers reported at the 500 block of Broadway Street downtown will be closed off for sewer work with the reopening date depending upon how long the work will take.

Mayor Tracy Welch said that the Monarch Youth Center, a juvenile detention center under the jurisdiction of the Illinois Department of Juvenile Justice will open this week. There will be an invitation only event hosted by IDOJJ on Thursday.

Welch also reminded aldermen that the second annual Touch a Truck will be coming up on September 13th.

With all business concluded, the approximately 12-minute meeting was called to an end with a motion to adjourn and unanimous consent by all aldermen present.

The next meeting of the city council will be the Committee of the Whole meeting held on Tuesday, September 9, 2025, commencing at 6 p.m.
