House Bill 4135

Concerning: Regulation

Description: Requires the Department of Children and Family Services to verify every two years that employees of a group home or child care institution who are expected to regularly transport children by motor vehicle hold a valid driver's license and meet certain other requirements.

House Bill 4179

Concerning: Name changes

Description: Amends the Code of Civil Procedure. Prohibits identity thieves and sex offenders from changing their name.

House Bill 4193

Concerning: Criminal law

Description: Creates the Child Murderer and Violent Offender Against Youth Registration Act. Requires the registration of people previously registered as sex offenders for certain offenses committed against people under 18 years of age; establishes registration requirements and violation penalties.

House Bill 4446

Concerning: Criminal law

Description: Amends the Unified Code of Corrections. Applies all applicable local zoning laws to any person or entity who establishes a halfway house for the residence of people on parole or mandatory release from the Department of Corrections.

House Bill 4449

Concerning: Consumer fraud

Description: Amends the Personal Information Protection Act. Requires state agencies to notify Illinois residents if their personal information has been compromised and to dispose of personal data or written material to ensure the security and confidentiality of that information.

Concerning: Education

Description: Amends the Children with Disabilities Article of the School Code. Includes a behavior analyst in the definition of "professional worker."

House Bill 5506

Concerning: Transportation

Description: Amends the Illinois Vehicle Code. Allows the width of recreational vehicles to exceed 8 feet, 6 inches if the excess width is attributable to appendages that extend 6 inches or less beyond either side of the body of the vehicle, which it restricts to the use of certain roadways.

Concerning: Regulation

Description: Amends the Public Utilities Act. Sets forth certain rights for water and sewer public utility customers.

Senate Bill 841

Concerning: Local government

Description: Amends the Cook County Forest Preserve District Act. Mandates that certain contracts involving an expenditure in excess of $25,000 by any forest preserve district wholly within a county having a population of 3,000,000 or more must be awarded to the lowest responsible bidder after advertising.

Senate Bill 857

Concerning: Education

Description: Amends the School Code. States that bonds issued by certain community consolidated school districts shall not be considered indebtedness for purposes of any statutory limitation and may be issued in an amount or amounts in excess of any imposed statutory limitation as to indebtedness.

Senate Bill 2358

Concerning: Government

Description: Amends the Freedom of Information Act. States that the exemption from inspection and copying of defense budgets and certain petitions applies only until the conclusion of the trial of a case and not until the conclusion of an appeal.

Description: Amends the Illinois Act on the Aging. Authorizes the Department on Aging to certify adult day health services, as well as adult day services.

Concerning: Regulation

Concerning: Higher education

Description: Creates the Volunteer Emergency Worker Higher Education Protection Act. Provides that public universities and community colleges must adopt a policy that reasonably accommodates a student who is a volunteer emergency worker and is absent from class due to performance of his or her emergency worker duties.

Description: Amends the State Finance Act. Concerns the transfer of specified amounts from various special funds in the state treasury to the Audit Expense Fund.

Concerning: Illinois Research Park Authority Act

Description: Validates actions taken under the Illinois Research Park Authority Act created by Public Act 88-669, which was ruled unconstitutional as a violation of the single-subject clause of the Illinois Constitution. Also amends the Illinois Finance Authority Act to explicitly authorize the exercise of functions purportedly transferred from the Illinois Research Park Authority to the Illinois Finance Authority.
