June 16 action:

Senate Bill 2732

Concerning: Regulation

Description: Amends the Illinois Public Accounting Act. Requires sole practitioners providing accounting services to complete a peer review as a condition of renewing a license.

Action: Vetoed. Public Act 94-0779 was signed into law May 19.

House Bill 4079

Concerning: Government

Description: Amends the State Employees Group Insurance Act of 1971. Authorizes child advocacy centers to provide their employees and annuitants, and their dependents, with group health coverage under the act on a noninsured basis. Provides for the establishment and collection of premiums.

House Bill 4370

Concerning: Regulation

Description: Amends the Ambulatory Surgical Treatment Center Act and the Medical Practice Act of 1987. Establishes the requirements necessary for a registered nurse to administer conscious sedation when ordered by a licensed physician at an ambulatory surgical treatment center.

Concerning: Local government

Description: Amends the Counties Code. Allows that the $10 fee a county may impose on each defendant convicted or under a grant of supervision may be used to finance the county drug court or the county mental health court.

Description: Amends the Criminal Code of 1961. Provides that an individual or entity that knowingly obtains a subcontract with a governmental unit by falsely representing that the individual or entity is a minority-owned business, female-owned business or business owned by a person with a disability is guilty of a Class 2 felony.

Concerning: Aging

Description: Amends the Community Senior Services and Resources Act. Provides that the Department on Aging may award grants for the purposes of modifying the physical structure of a senior services and resource center or experimenting with innovative programming.

Description: Changes "Department of Public Health Uniform DNR Order form" to "Department of Public Health Uniform DNR Advance Directive."

Description: Extends patient protections of the Managed Care Reform and Patient Rights Act to provide that a primary care physician cannot be substituted for by hospitalists without the primary care physician's permission.

Description: Amends the Counties Code. Adds the Southwest Conference of Mayors to the list of groups that are responsible for the coordination of watershed planning councils in the Metropolitan Water Reclamation District.

Description: Amends the Criminal Code of 1961. Provides that a person who, with the intent to defraud, makes or causes to be made any false statement in writing in order to obtain services from a currency exchange is guilty of a Class A misdemeanor.

Description: Amends the Motor Fuel Standards Act. Requires that gasoline-oxygenate blends sold or offered for sale in the state meet standards set forth in the National Institute of Standards and Technology Handbook 130.

Description: Amends the Mortgage Escrow Account Act. Requires mortgage lenders to instruct customers at least once per year on how to access property tax payment information made from an escrow account if that information is provided via phone, Internet or mail.

Concerning: Transportation

Description: Amends the Illinois Highway Code. Provides that the roads forming a part of a township road district include those roads maintained by the district, regardless of whether or not those roads are owned by the township.

Description: Creates the Fair Patient Billing Act. Provides conditions that must be met before a hospital may pursue action against a patient through a collection agency and requires hospitals to implement a billing inquiry process.
