Domestic abuse report leads to discovery of firearms arsenal     Send a link to a friend

Threat places all Lincoln first response teams and city departments on full alert

[MARCH 9, 2006]  Approximately 30 personnel from nine different departments were used to secure a residence in a residential neighborhood and arrest two felons who possessed a small arsenal of weapons and explosive devices.

In the process of an investigation by the Lincoln Police Department of a domestic battery in which a handgun was used, a search warrant for the residence and unattached garage was issued for 1008 Third St. in Lincoln.

The suspect of the domestic battery was James R. Ingram, 44. Ingram was released three years ago and is on federal probation for previous weapon charges and armed robberies. A second subject in the residence, Steven E. Smith, 42, also has had prior felony convictions involving numerous weapons offenses.

At approximately 9 p.m., based on this extremely violent and extensive history, the Lincoln Police Emergency Response Team and Logan County Special Operations Group were used to enter and secure the residence and garage area for the purpose of serving the search warrant.

During the search of the garage area, the search teams located possibly live hand grenades along with "hobby fuse" to make other types of explosive devices. The Illinois Secretary of State Bomb Squad along with Lincoln Fire Department, Logan County Paramedic Association, Logan County Emergency Management Agency, Illinois State Police, Logan County Sheriff's Department, Secretary of State Police, and Lincoln Street and Alley Division were called in to set up and evacuate citizens in a two-block area around the residence.

Once the bomb squad disabled two of the devices and secured other potentially explosive devices to be detonated later, the search of the residence resumed at approximately midnight.

Inside, two semiautomatic handguns, a shotgun and a rifle were found, with a large amount of ammunition for all the weapons. The house was secured and all units cleared the scene at approximately 1:30 a.m.

James Ingram was charged with aggravated battery, stemming from the domestic battery investigation, and unlawful possession of a firearm by a felon. Steve Smith was arrested for unlawful possession of a firearm by a felon.

There were no reports by the public or law enforcement personnel of injuries during this procedure.
