SPRINGFIELD -- On Sunday at
11:55 p.m., an Illinois state trooper initiated a traffic stop for a
minor traffic violation on Illinois Route 4 at Iles Avenue. The
driver was Kenneth J. Jackson Jr., 22, of Springfield.
