Jessica's Law targets child predators          Send a link to a friend

[February 28, 2007]  SPRINGFIELD -- Keeping the state's worst child predators off the streets and away from Illinois' children is the aim of legislation sponsored by state Sen. Bill Brady, R-Bloomington.

"Two years ago, 9-year-old Jessica Lunsford of Florida was raped and murdered by a convicted sex offender. Florida lawmakers passed 'Jessica's Law' in 2005 to keep child sex predators off the street in an effort to better protect children," Brady said. "My legislation is based on Jessica's Law."

Senate Bill 288 will mandate that predatory child sex offenders are incarcerated and off the streets for a longer period of time. The minimum penalty would be 30 years in jail.

The legislation would also:

  • Require predatory child sex offenders to stay 1,000 feet from schools, which is double the current requirement of 500 feet.

  • Remove good-time credit for most sex offenders unless they successfully complete sex offender counseling under the supervision and control of the Department of Corrections.

  • Require global positioning system monitoring for sexually violent offenders in order to track some of the state's worst offenders.

  • Make criminal sexual assault a Class X felony if the rapist has previously been convicted of any sex offense. Currently, it is a Class X felony only if the offender had been previously convicted of criminal sexual assault.

Sen. Brady said more than 20 states have enacted provisions of Jessica's Law.

Senate Bill 288 has been assigned to the Senate Judiciary Committee for further consideration.
