Logan County Emergency Management Agency director Dan Fulscher receives a plaque from Jill Morgenthaler, the governor’s deputy chief of staff for homeland security. Fulscher was recognized by Gov. Rod Blagojevich for leadership in a time of crisis.  During the Dec. 1 ice storm Fulscher led local operations rescuing more than 100 rail passengers who were stranded on four trains.  [picture by Dale Voyles] click on picture for larger image
