The heaviest rain was forecast for the drought-stricken Carolinas, but its intensity was likely to cause the water to run off as flooding rather than replenish water supplies. Georgia was unlikely to receive any substantial accumulation.
A high pressure system centered over Maine kept the East cloudy and rainy.
Temperatures in the Mid-Atlantic were forecast to remain seasonably cool with highs in the 50s and 60s, while the West was expected to be warm. Morning fog was possible along the West Coast.
Temperatures in the lower 48 states on Thursday ranged from a low of 15 degrees at Alamosa, Colo., to a high of 96 degrees at Imperial, Calif.
