 Floodwaters
from heavy
rains that fell a week ago on Monday and Tuesday have been slow to recede. Frozen ground increased runoff and overloaded storm sewers,
sentencing homeowners with basements to hours of bailing, in
addition to temporarily flooding roadways and creeks.
