With a broad smile, Elvira Fleming cuts the tape for the new handrails in front of the Arcade building. Mayor Keith Snyder (in yellow shirt) said that shortly after taking office he was contacted by Fleming about the need for handrails to navigate up the stepped curb. The 92-year-old said this will help people who are older than she make it up the steps. When asked what she thought of the mayor and city's response to her request, she said. "This is why I came back to Lincoln."
