[December 23, 2009]  SPRINGFIELD (AP) -- A veteran Democrat in the Illinois House is chiding Gov. Pat Quinn's handling of disclosures about a secret prison policy change that resulted in the early release of more than 850 inmates.

Rep. Jack Franks of Woodstock said Monday his fellow Democrat should call in his Corrections Department leadership for straight answers and explaining publicly who approved the early release program and why.

Quinn appointed former appellate court justice David Erickson last week to study the state's "meritorious good time" policy that awards inmates time off for good behavior.

The Associated Press reported last week that the Corrections Department was trying to save money in a budget crisis with the early releases. Dozens of inmates spent less than three weeks behind bars. Some had convicted violent crimes.
