Stark, 78, who chairs a key health subcommittee, said he was released from the hospital about a week ago, is resting and regaining his stamina.
His planned return will coincide with efforts to pass health care legislation through the House. The issue is one of President Barack Obama's top priorities.
In a phone interview, Stark said he first developed pneumonia in early February, but doctors have struggled to identify the cause. His most recent hospitalization lasted about two weeks, he said.
He last voted in the House on April 23, almost exactly a month ago.
Congress began a 10-day Memorial Day break on Friday.
