Lt. Kevin Rooney said Sunday that Richard Cress remained hospitalized at University of California San Diego Medical Center but is expected to survive.
Rooney says Cress was headed to an inspection area Saturday at the San Ysidro crossing when he drove a Chevrolet Tahoe into a departure lane, hit a pickup truck and concrete barriers and tried to get to Interstate 5.
Police say Cress then drove in reverse and hit a border agent. Two agents opened fire and hit Cress once.
Rooney says the vehicle had been reported stolen in Colorado March 1 and had California plates from another vehicle.
