The decision Friday by the 7th U.S. Circuit Court of Appeals means two of Black's convictions for fraud and obstruction of justice will stand.
In October, the same court reversed two of Black's other fraud convictions. It held that a U.S. Supreme Court ruling curtailing "honest services" laws meant the two convictions had to be tossed.
But the judges ruled that the remaining convictions weren't linked to honest services and could stay.
Black had requested that the full appellate court review the case, which was denied.
After serving two years of a 6 1/2-year sentence, Black was recently freed from a Florida federal prison pending appeal.
