"We will be able to make the case much more clearly that spending $700 billion over 10 years to extend tax cuts for people whose income averages well over a million dollars does not make sense," Biden said. Obama's compromise with Republican leaders won him rare bipartisan support, but angered many liberal Democrats. The agreement also offers 13 months of extended benefits to the unemployed and attempts to stimulate the economy with a Social Security payroll tax cut for all workers.
