Victorino connected in the sixth for a 3-0 lead. Pinch-hitter Greg Dobbs had an RBI double off Mitchell Boggs in the seventh.
The Cardinals had their best chance to score with runners on first and third and one out in the seventh. But Kendrick got Brendan Ryan to ground into a double play.
Kendrick, who won 21 games for the Phillies from 2007-08, had been struggling. He entered with a 7.61 ERA and pitched more than five innings in only one of his previous five starts. He tossed eight scoreless innings in a 4-3 loss at Atlanta on April 20.
NOTES: Phillies SS Jimmy Rollins will go to extended spring training next week, though it's uncertain when he'll begin playing in rehab games. Rollins has been sidelined by a strained right calf. ... Juan Castro, who has filled in nicely for Rollins, left the game in the seventh with a left hamstring strain after running out an infield single. ... Albert Pujols extended his hitting streak to 10 games with a fourth-inning single. But he's just 10 for 54 against the Phillies since 2008. ... Phillies RF Jayson Werth was 0 for 3 with strikeouts, ending his streak of reaching base safely at 26 games. ... Cardinals LF Matt Holliday went 0 for 4 after an eye-popping round of batting practice. Holliday hit a few shots deep into the second deck in left field and one ball nearly cleared the concourse in left-center.
