Carlton and Schumacher were among 14 county officials from across
the state who participated in the graduation ceremonies Friday night
at a banquet at the Abraham Lincoln Presidential Museum in
Springfield. Co-sponsored by the U of I Institute of Government
and Public Affairs and the United Counties Council of Illinois, the
leadership academy is a comprehensive leadership development program
with rigor comparable to U of I classes. The focus is on critical
thinking, problem-solving, communications, planning, self-assessment
and change.
The six-month program included an in-depth look at ethics for
public officials, strategic planning and leadership styles. It also
included a hands-on study of collective bargaining with a session of
mock labor negotiations. The participants also studied the book
"Lincoln on Leadership: Executive Strategies for Tough Times" by
Donald T. Philips.
