Speaking to an Asian security forum in Bali, Indonesia, Clinton said recent contacts between the North and South were encouraging but not enough to warrant a resumption of the six-nation talks aimed at getting North Korea to abandon its nuclear weapons programs.
Clinton said North Korea had to show to the world that it has changed its behavior, halt provocative acts and prove it is ready to enter serious negotiations. Her comments came after the foreign ministers of the North and South Korea met for the first time in three years in Bali on Saturday.
