A Senate committee voted 14-1 Monday for a new bill with some
changes to make the package more acceptable. They hope this will
pick up enough votes to reject Quinn's veto of the main bill. The
changes include more money for improving the existing power system,
stronger performance standards for the utilities and lower profits
for the companies.
Consumer advocates say this new version doesn't change their
basic concern that state regulators would lose much of their
oversight power. Attorney General Lisa Madigan says it would
"eviscerate independent oversight."
Critics complain the measure was approved less than 90 minutes
after it was made public.
