The break-in Thursday comes just days after a senior Dutch diplomat was assaulted in his home in Moscow, an attack that followed the arrest by Hague police of a Russian diplomat.
Police spokeswoman Chantal Marges said Friday no suspects have been arrested. She says the building does not have diplomatic status.
The incidents have cast a shadow over a year of events celebrating Dutch-Russian relations.
Foreign Minister Frans Timmermans said Thursday he has no plans to cancel a visit next month by Dutch King Willem-Alexander to Russia.
