Mrs. Schumacher called the meeting to order at 7:02 pm.
A motion was made by Mr. Ruben, seconded by Mr. Bateman, to approve
the minutes from the February 18, 2014 meeting as printed. Motion
passed.
Old Business
County physician (IWIN) - Mrs. Schumacher provided the
committee with responses received from IWIN regarding the State’s
Attorney’s concerns. The committee discussed possible scenarios
where the use of an independent medical provider might be useful in
work comp cases. There is no fee to the County unless consultation
is made on any case. A motion was made by Mr. Bateman, seconded by
Mr. Hepler, to approve a relationship with IWIN for possible use on
future work comp cases. Motion passed. Mrs. Schumacher will add this
item to the Personnel agenda so a policy for usage can be developed
and included in the Personnel policies.
Cyber liability insurance - Mrs. Schumacher reported that
approximately half of the counties that were solicited for this
coverage by CIRMA ended up selecting the coverage. She will research
the actual coverage limits and deductibles and provide further
information to the committee next month.
Supplemental insurance coverage - Mrs. Meagher reported
new companies are being solicited to offer coverage to County
employees. Any company selected will replace AFLAC as the County-
sponsored insurer for payroll deductions for these coverage's.
New Business
Health insurance renewal - Ms. Schaub presented the renewal
offer from Blue Cross Blue Shield. The initial renewal offer came in
with an overall premium increase of 7.93%. Ms. Schaub and Roger
Garrett negotiated with Blue Cross and received a revised offer with
an increase of only 3.82%. This increase is inclusive of the 3.35%
increase due to the Affordable Care Act (that the County began
paying in January). The only changes in the renewal are that doctor
visit and ER copays will now be counted toward maximum out-of-pocket
costs. Blue Cross also indicated they would be willing to decrease
the renewal an additional one percent if the County would be willing
to transfer life insurance coverage from Lincoln National to
Dearborn National. A motion was made by Mr. Bateman, seconded by Mr.
Ruben, to accept the renewal offer from Blue Cross Blue Shield and
keep the employees deductions at the same level as current
deductions. Motion passed. Ms. Schaub was asked to obtain a life
insurance quote from Dearborn National for the April committee
meeting.
