Mr. Meister called the meeting to order at 7:38 p.m.
A motion was made by Mr. Rohlfs, seconded by Mr. Aylesworth, to
approve the minutes from the July 7, 2014 meeting as printed. Motion
passed.
The list of claims for payments was reviewed. A motion was made by
Mr. Aylesworth, seconded by Mr. Blankenship to approve the list of
claims for payment. Motion passed.
Monthly report on current maintenance and construction: Mr. Aukamp
reported the sealcoat operation continued through the month of July.
The operation has completed its first lap around the county. During
August, the crews will finish up some roads for Chester, Oran, Mt.
Pulaski, and West Lincoln townships. The crews will also complete 2
miles of County Highway near Beason.
The crew has completed several field entrances in the Beason area.
The crew will be moving their backhoe toward Broadwell to complete
some projects. Then continue toward Hartsburg and San Jose to
complete some field entrances. The crew has regraded a short section
of roadway near Union. A culvert was replaced last year, and they
allowed that backfill to settle. The roadway in the area had
significant alligator cracking since the roadway had very little
pavement structure to handle the weight of today’s traffic. 300 feet
of the road was pulverized using an Asphalt Zipper which was
borrowed from the City of Lincoln. Additional rock was added and the
road will be sealcoated in 2015. The pavement structure consisted of
~1.5” of oil & chip over ~4” of sand. The crew assisted Laenna
Township with a culvert replacement project on 2000th Avenue. This
was a County Aid project, which means labor and equipment will be
counted toward half of the project cost. Mr. Aukamp will have a
report for the project in a few months, when all of the bills have
been submitted. Construction Report: Mr. Aukamp reported Bedolli
Excavating completed a riprap project for Elkhart Township on 550th
Street on the bridge over Lake Fork Ditch. This was a County Aid
project approved in 2013. Mr. Aukamp will have a full report in a
few months when the bills have been submitted. Goodman Excavation
began working on a riprap project for Corwin Township. Mr. Aukamp
reported this County Aid project was approved in 2013. Goodman
Excavation should have this completed by the end of the week.
Engineering Report: Mr. Aukamp is working on an engineering
agreement for a bridge replacement in Mt. Pulaski Township on 100th
Street. Mr. Aukamp hopes to have the agreement done by September so
he can present the agreement at the September Road and Bridge
meeting. Mr. Aukamp is working with IDOT bridge office as they
continue to review the bridge inspections. A bridge in Eminence
Township was found to have structural issues; Mr. Aukamp is working
with the Township Highway Commissioner to address the problems. The
bridge has significant problems on one of the deck beams. The bridge
can stay open however it will need to be reduces to one lane with
barricades or delineators.
Old Business:
Nicholson Road resurfacing project: -Section
11-00311-02-RS: The Nicholson Road resurfacing project will be begin
on Thursday, August 7, 2014.Nicholson Road will be reduce to one
lane during most of the construction. The resurfacing project will
continue through the month of August and will be completed in
September.
Sign Upgrade Program: Mr. Aukamp reported the signs were
delivered to the County, townships and the carious municipalities
earlier this summer. Delivery of the steal sign posts is expected
this month. Crews will begin installation of the news signs in the
fall.

Mechanic/Road Maintenance Position: Mr. Aukamp
received 30 applications for the mechanic/road maintenance
position. Mr. Aukamp will be setting up interviews in the next
week. New Business:
Review of Budget Worksheets: Mr. Aukamp is asking for a
modest increase in the County Highway Fund levy, which will
correspond to a 9 cent levy, result in a $75,000 deficit budget.
Engineering Services Agreement with Fehr-Graham and Associates
for design work on a bridge rehabilitation project on Primm Road (Ch
9) over Salt Creek: Section 14-00083-01BR: A motion was
made by Mr. Aylesworth, seconded by Farmer, Engineering Agreement
with Fehr-Graham & Associates for bridge design on Primm Road over
Salt Creek in the amount of $68,361.00. Motion passed. Mr. Meister
will bring forward the motion on Thursday, August 14,2014.
Review of engineering consultants for a bridge replacement
project on Primm Road (County Highway 9) over Deer Creek.
Section 12-00038-06-BR: Mr. Aukamp report this project was awarded
$1.7M from the Major Bridge Program. Mr. Aukamp will be using
federal funds for the design engineering. Mr.
Aukamp is following the Qualifications Based Selection process to
select the consultant engineer. 11 firms have submitted their
statements of interest for this project. A motion was made by Mr.
Ruben, seconded by Mr. Rohlfs, to allow Mr. Aukamp to begin
negotiations with Henderson. Motion passed.
Upcoming
negotiations for Teamster’s maintenance contract : Mr. Aukamp
reported the current maintenance contract will expire on November
30, 2014. The committee will need to decide how to conduct the
negotiations, either as a full committee, or by appointing members
to a negotiation team. Negotiations will take place in September, so
the contracts can be approved in October or November.
Status of road salt procurement: Mr. Aukamp reported 195 of
the counties/municipalities did not get bids for salt. Those 367,
who did get bid, saw significant cost increase. Logan County did not
get a bid for salt. Mr. Aukamp opted to join the state bid process
for the follow-up bid. If the county does not receive a bid from any
supplier, then Mr. Aukamp will work to acquire the road salt
directly from one of the suppliers. Depending on the cost, Mr.
Aukamp may need to ask the Board for emergency action to allow for
the non-bid purchase.
Highway Department Secretary Position: Mr. Aukamp reported
Jerrie Pharis has announced she will be retiring later this fall.
Mr. Aukamp has begun the search for her replacement. An
advertisement will be in the local paper this week.
A motion was made by Mr. Ruben, seconded by Mr. Aylesworth, to
adjourn the meeting. Motion passed. Meeting ended at 8:19 p.m.
