Mr. Anderson called the meeting to order at 7:35 pm.
A motion was made by Mr. Rohlfs, seconded by Mr. Blankenship, to
approve the minutes from the October 6,2014 meeting as printed.
Motion passed.
The list of claims for payments was reviewed. A motion was made by
Mr. Blankenship, seconded by Mr. Farmer, to approve the list of
claims for payment. Motion passed.
Monthly report on current maintenance and construction:
Mr. Aukamp reported the crew repaired several culverts between
Hartsburg and Union. The crew repaired shoulders and cleaned several
ditches this past month. Mowing operations are continuing throughout
the County. The crew has completed the west side of the County, and
is currently near Lake Fork. The crew spent most of the last week
hauling cinders to their stockpile. The cinders are being mixed with
the salt that was delivered last month.
Mr. Aukamp hired a new mechanic worker this past month. The new
employee has been super busy in the shop, evaluating all the
equipment and making repairs.
Construction Report:
Mr. Aukamp reported a County Aid project for Corwin Township is
expected to begin this week.
Engineering Report:
The A/C units have been repaired in the building.
Mr. Aukamp invited the committee to their annual Fish Fry supported
by Illinois Road Contractors. The Fish Fry will be Wednesday,
December 10th and will be held in the Highway Department Shop.
Old Business:
Highway Department Secretary Position: Mr. Aukamp
conducted interviews for this position and made an offer to Ms.
Joyce Westen. Ms. Westen has accepted the position, and started work
in Mr. Aukamp’s office last week. Ms. Westen has been working in the
Treasurer’s office for the past few years, and is making a very
smooth transition into the office. Mr. Aukamp is in the process of
planning a retirement party for Ms. Jerrie Pharis. Mr. Aukamp
reported Ms. Pharis’s retirement party would be November 14th at
3:00p.m.
Teamster’s Maintenance Contract:
Mr. Aukamp handed out minutes from the Maintenance Contract
Negotiations. Mr. Aukamp pointed out some of the changes to the
contract. A motion was made by Mr. Farmer, seconded by Mr. Rohlfs,
to take the Maintenance Contract to the full Board to be voted on.
Motion passed.
High Speed Rail Crossings:
Mr. Aukamp reported he is continuing to work with the High Speed
Rail consultant on proposed roadway improvements along the corridor.
Mr. Aukamp received a set of preliminary plans for Lincoln Street
and Main Street in Lawndale. These plans were reviewed with the East
Lincoln Townships Highway Commissioner. The Main Street crossing has
been proposed as a crossing closure. Mr. Aukamp reported other
crossings in Logan County are proposed to be improved with quad
gates, but no other roadway improvements. These include: Lazy Row,
Lincoln Street, 1500th Avenue, 1800th Avenue, and 1200th Street.

New Business:
Relight Energy’s Proposed Meridian Wind Farm Project:
Mr. Aukamp reported Relight already submitted their application.
Mr. Aukamp reported after several years of development, Relight
Energy is moving forward with their Meridian Wind Farm project. The
project is located roughly between Broadwell and Mt. Pulaski. The
project will involve the construction of 80 plus towers. Relight
expects to be completed by end of 2015. Mr. Aukamp reported before
the wind farm can be constructed, the developer will need to
negotiate a Road Use Agreement with the various highway authorities.
Logan County has several miles of roads that will be affected.
Broadwell, Elkhart, and Mt. Pulaski townships also have roads that
will be affected. The 3 townships are planning to meet with an
attorney later this month who specializes in representing counties
and townships in wind farm negotiations. Mr. Aukamp is planning to
attend this meeting as well to determine if Logan County should also
use a private attorney as legal counsel. Mr. Aukamp has already
contacted Jonathan Wright’s office. Mr. Wright stated that his
office would be willing to assist in any way the Board chooses.
Approval of a construction contract for replacement of a culvert
in Corwin Township. Section 214-B-CA.
A motion was made by Mr. Rohlfs, seconded by Mr. Blankenship, to
approve a construction contract with Goodman Excavation in the
amount of $19,920.00 to replace a culvert in Corwin Township. Roll
call vote taken, motion passed.
Report on County Aid projects: Mr. Aukamp handed out
before and after pictures from the County Aid projects and made a
report of expenditures for each project.
Section 113-B-CA Riprap placement in Corwin Township (Supplemental):
Total cost was $22,659.79. County’s portion was $11,329.90 which was
more than the $8500 appropriated in September, 2013.
A motion was made by Mr. Farmer, seconded by Mr. Blankenship, to
approve a supplemental appropriation in the amount of $2,829.90.
Roll Call vote taken, motion passed.
Section 213-B-CA Riprap placement in Elkhart Township:
Total cost of the project was $16,000. The County portion was
$8,000.
Section 313-B-CA Culvert replacement in Laenna Township:
Total cost of the project was $4,256.90. The County’s portion was
$2,128.45.
A motion was made by Mr. Rohlfs, seconded by Mr. Blankenship, to
adjourn the meeting. Motion passed. Meeting ended at 8:21 pm.
