 On June 30, 2015, Judge William Workman accepted a fully negotiated plea
sending Tarrus Buggs, Jr. to the Department of Corrections for the
offense of Armed Habitual Criminal, a Class X Felony. Tarrus Buggs, Jr.
was sentenced to 12 years in prison.
On February 11, 2014, Lincoln Police acquired information that Tarrus
Buggs, Jr. was selling controlled substances inside his residence at
1307 N. Kankakee Street, Lincoln, Illinois. Lincoln Police, with the
assistance of the Logan County State’s Attorneys’ Office, applied for
and obtained a search warrant. Upon execution of the search warrant,
Lincoln Police discovered approximately 4.8 grams of cocaine and two
firearms.

The offense of Armed Habitual Criminal alleged that Tarrus Buggs,
Jr. knowingly possessed a firearm after having been twice convicted
of certain violations of the Illinois Controlled Substances Act. A
conviction as an Armed Habitual Criminal requires that Tarrus Buggs,
Jr. serve at least 85% of the 12 year sentence before becoming
eligible for mandatory supervised release (previously known as
parole).
