Brooks was born in Maine, but moved to Dixon in 1856, where he
became involved in the campaign of Republican presidential candidate John
Fremont. It was during this campaign that he and Lincoln became friends. Brooks,
who had moved to California in 1859, came to Washington in 1862 to cover the
Lincoln administration for the Sacramento Daily Union.
Brooks drew upon his time in Washington to publish, “Washington in Lincoln’s
Time” in 1895. The book is considered a critical source of information on the
Lincoln administration.
