Lincoln City Council Considers Franchising City-Wide Waste Collection

[July 25, 2017]  LINCOLN - As the term of the intergovernmental agreement with the Logan County Joint Solid Waste Agency came to an end, the Lincoln City Council conducted a study into franchising waste and recycling hauling on a city-wide basis.

Franchising this service would allow one company the opportunity to service the entire community for the collection of refuse and recycling at a competitively bid price.

In order to get the lowest cost service, the City contacted major Central Illinois waste haulers and urged them to be part of the bidding process. The responding companies were Advanced Disposal, Area Disposal, and Waste Management. Each company provided a monthly base price on three different city-wide collection options. One option allowed curbside or alley pickup of regular waste and recycling on a weekly basis. Another option allowed for curbside or alley pickup of regular waste weekly, while recycling would be collected every other week. The final option allowed for regular waste pickup weekly and a centralized collection site for recycling.

All options included the usage of the 95 gallon garbage containers, but smaller containers could be utilized at the request of a homeowner. There would be an additional monthly charge should a household desire an additional container.

This new service would provide additional benefits to residents by re-establishing a semi-annual city-wide cleanup where large items could be disposed at no cost, and by providing a 10% discount to senior citizens.

The ultimate goal of this process is to deliver a lower cost, but higher level of service to Lincoln residents, and through the results of this bidding process, it appears that franchising will drive monthly garbage costs down.
