Introduced by Bloomington Public Schools District #87
Superintendent Dr. Barry Reilly, Dugan was hailed for “branding his
district as a leader in curricular innovation and a laboratory of
student performance and sustained growth” as well as “extraordinary
leadership of the implementation of technology in schools.” In
addition, the award credited Superintendent Dugan for his work
publishing and presenting on disrupting inequity (socioeconomic and
digital) as well as championing for high-quality and innovative
curricular offerings for students in rural and high-poverty learning
			communities.

Recipients of the Superintendent of the Year award are graduates of
the university’s Department of Educational Administration and
Foundations (EAF) who go above and beyond to serve their school
districts. Previous area recipients include Dr. Barry Reilly,
Superintendent of Bloomington Public Schools District #87 and
Regional Superintendent of Schools Mark Jontry.

in Bloomington, was attended by over 200 guests from K-12 and Higher Education,
as well as legislators. “While honored with the award, the real honor has been
serving the kids who need the most from us,” says Dugan. Superintendent Dugan
graduated a Redbird with a Bachelors’ degree in 1997, a Masters’ degree in 2006,
Education Specialist certification in 2012, and is in the final stages of a
