The conviction arises out of an incident that occurred in Latham on June
17, 2017.
Logan County Sheriff’s Deputies responded to a dispatch where Megan
Jinks had come to a neighbor’s front door at approximately 3:25 a.m.
Megan Jinks had come seeking safety from her fiancé, Daniel Milligan.
Megan Jinks reported to deputies that Milligan had been consuming
alcoholic beverages earlier that night. An argument occurred and, during
the course of that argument, Milligan grabbed Megan Jinks’s throat
impeding her ability to breathe. Megan Jinks stated that she lost
consciousness momentarily.

After regaining consciousness, she was able to free herself from
Milligan and run to the neighbor. By the time deputies arrived at
the location, Milligan had fled the scene.
